Are accessibility overlays like accessiBe, UserWay, or AudioEye good enough?

No. Overlays do not satisfy ADA, WCAG, or Section 508. Federal courts have repeatedly allowed lawsuits to proceed against businesses using overlays, and the DOJ has explicitly stated that overlays alone don't make a site compliant.
